立法的提前评估符合世界立法程序的一般规律，从世界范围看，立法前评估机制已经为经合组织成员国广泛接受。从当前的实践来看，该机制为改进和完善官方决策提供了一个理性、科学的基础和样板，也为我们研究如何进一步提高地方立法质量提供了有益的借鉴。为了减少法律、法规的试错成本，防范法规执行部门的利益干预和各部门之间的利益纠葛，确保立法的民主性和科学性，立法前评估机制应当引起各地立法部门的高度重视。
Pre-legislative Assessment：a Choice to Improve the Quality of Local Legislation

Abstract：With the Socialist Law System with Chinese Characteristics being officially announced established，the legislative focus is shifting from the external quantity to the inner quality.The pre-legislative assessment provides a proper approach to check the necessity and feasibility of the legislation，to predict the potential social impact and the cost-benefit analysis，which would systematically improve the law quality from the foresighted，scientific and practicable perspectives，in the meantime to reduce some avoidable errors in the process of legislation and the following enforcement.When doing this，we could pay close attention to the Western countries which have carried out the pre-legislative assessment for nearly 20 years.China should make full use of such long-accumulated experience for reference to further the quality of local legislation.
